Launch of the Industrial Product Control System in Russia
From 1 September 2026, the Federal Agency for Technical Regulating and Metrology (Rosstandart) will supervise a substantially broader range of products, covering motor vehicles and fuels, cables, electrical equipment and construction products. The changes are introduced by Resolution of the Government of the Russian Federation No. 1071 dated 24 August 2026, adopted pursuant to Federal Law No. 126-FZ dated 2 May 2026, which established state control over certain types of industrial products. Resolution No. 1071 replaces Government Resolution No. 993, which had been in force since 2021, and extends state control to 30 broad categories of industrial products.
Scope of state control
State control applies to the activities of:
- manufacturers of industrial products;
- persons performing the functions of a foreign manufacturer;
- sellers;
- legal entities and individual entrepreneurs engaged in the circulation of methanol and methanol-containing liquids.
It also applies to industrial products themselves, including:
- motor petrol, diesel fuel, marine fuel and fuel oil;
- wheeled vehicles and their components;
- agricultural and forestry tractors and trailers;
- cables, wires, cords and power cables;
- high-voltage equipment, power transformers and packaged transformer substations;
- equipment subject to electromagnetic compatibility requirements;
- cement, construction mixes and mortars;
- pipes and pipeline components made of thermoplastics, steel and cast iron;
- radiators and heating convectors;
- thermal insulation materials and construction products made of aluminium and polymer composites;
- equipment for children’s playgrounds;
- sanitary and pipeline fittings;
- steel wire ropes, sealants and various types of industrial hoses.
The full list of products, together with their descriptions and EAEU Commodity Nomenclature for Foreign Economic Activity codes, is set out in the Resolution. A separate list applies to methanol and methanol-containing liquids.
For each product category, the Resolution identifies the specific provisions of technical regulations and standards that Rosstandart will enforce. Depending on the type of product, state control may cover the development (design), manufacture (production) and circulation stages.
For certain types of equipment sold under retail sale contracts, the Resolution delineates Rosstandart’s remit from state control in the area of consumer protection and sanitary and epidemiological supervision.
Inspection procedures
The Resolution does not provide for scheduled inspections. Rosstandart may conduct unscheduled supervisory measures on the grounds specified in Article 57 of Federal Law No. 248-FZ on State Control (Supervision) and Municipal Control in the Russian Federation.
The following forms of state control may be used:
- monitoring purchase;
- sampling inspection;
- inspection visit;
- raid inspection;
- documentary inspection;
- on-site inspection;
- site survey;
- monitoring of compliance with mandatory requirements.
Depending on the type of measure, inspectors may examine products and premises, request documents and explanations, take samples, and conduct instrumental examinations, tests and expert assessments. The taking of samples during a sampling inspection must be video-recorded.
On-site inspections, inspection visits and raid inspections may be conducted remotely, including through the Inspector mobile application. An on-site inspection may not exceed ten working days. The total duration of interaction is limited to 50 hours for a small enterprise and 15 hours for a micro-enterprise.
Risk categories
Objects of state control will be classified as high, medium or low risk. The applicable category will be determined by reference to the nature of the product, the form of conformity assessment and information concerning any harm previously caused or the threat of such harm. A high-risk category may be assigned where, among other circumstances, there is documentary evidence that the activities of the supervised person have caused harm. The risk category also affects the frequency of scheduled supervisory measures and mandatory preventive visits.
A supervised person may apply for its risk category to be lowered if both of the following conditions are met:
- it has completed a self-assessment and registered a declaration of compliance with mandatory requirements;
- no violations have been identified during supervisory measures or mandatory preventive visits in the preceding two years.
The risk category will be increased if a declaration of conformity or certificate of conformity is suspended, terminated or declared invalid. It may also be increased on the basis of final administrative decisions issued during the preceding three years for breaches of technical regulation requirements or obstruction of an inspection.
Implications for businesses
The Resolution does not introduce new forms of conformity assessment. Its principal effect is to extend state control over compliance with existing technical regulations and standards.
Even where a declaration of conformity or certificate of conformity has been issued, Rosstandart may verify the actual characteristics of the product by taking samples, conducting tests and requesting technical documentation. Depending on the type of product, the inspection may cover compliance with mandatory requirements at the development (design), manufacture (production) and circulation stages.
Manufacturers, importers and sellers of listed products should compare their product ranges against the descriptions and EAEU Commodity Nomenclature for Foreign Economic Activity codes specified in the Resolution and review the applicable requirements, conformity-assessment documents, test reports, labelling and operating documentation. For imported products, the Russian importer or authorised representative will need to ensure that the manufacturer provides the necessary technical documentation and that it can be submitted during supervisory measures.
