The law on the control of methanol turnover will enter into force on September 1, 2025

A register of companies and sole proprietors will appear, which, in particular, sell, use, and transport methanol and liquids with it. Retail sales will be completely banned. The innovations will not affect the turnover of gasoline and other liquids, the list of which will be approved by the government. Let’s look at the main changes.

Turnover participants

Those who are included in the register will have the right to conduct business. The requirement will not affect, for example, organizations of the military-industrial complex, scientific and educational organizations.

To be included in the register, you must send an electronic notification about working with methanol and provide a number of information about the applicant. The document must be signed by an enhanced qualified EP and submitted through Public Services or GIS. The addressee is an authorized body that will determine the government. The notification will be registered on the day of receipt, and the information will be entered into the registry within 3 business days from that date.

Those who work before September 1, 2025, will be able to send a notification before November 1, 2025. The rest are required to report the methanol turnover activity no later than 5 business days prior to its start.

Turnover requirements

Retail sales, including remote sales, will be banned.

The number that was assigned when entering into the registry will need to be indicated in transactions. An exception is cases when an organization that is not subject to inclusion in the list participates in the contract. Those who work before September 1, 2025, are required to comply with this requirement from November 1, 2025.

Another condition for the turnover of methanol is its denaturation. The rule will enter into force only after the government establishes the requirements for the denaturation process, its procedure, as well as cases when it is optional.

From March 1, 2026, when selling methanol and liquids containing it, a warning label must be placed on the packaging. The order will be set additionally.

Responsibility

For violating the new rules, among other things, the seizure of methanol, liquids with it in the composition, and equipment will be threatened.
